The card carries the digest: Theorems 1.1--1.3, the partial-Steiner construction of Section 3, the carry-free integer encoding of Theorem 4.1, and Conjecture 6.1. The research uses Theorem 1.1 as the closest negative result. For each fixed $h$ there is a locally proportionally $h$-free set that is not a finite union of $h$-free sets, with extraction constant $k(h)^{-k(h)}$ depending on $h$.
